Issues connected to versions

Currently issues lives outside versions. This means that if you delete an issue, the issue will no longer be visible in previous versions. This doesn't always makes sense, for example if you want to visualize how a process could be changed in order to resolve an issue. And if you want to delete a split, this is not possible if there is an issue connected to it. But deleting a split could be necessary for a new version.
